i have sent Notices in the past to get out of parking tickets, and have only one to date.   I have decided not to register my personal transport conveyance. ive been driving that way for over 6 months.  my property has a notice on it too.  

now the state tax board is sending me notices.  one saying i need to pay my 90 dollar registration. another now saying the fees are now in excess of $350.   they have been threating me with garnished wages, garnished taxes, leins. bla bla.  

they have also ignored one of my notices. tho it is cali and it can take forever to get a response.

all because i am exersicing my common law right to travel.   i wish to discuss this , though any information i recieve will not be construde as 'legal advice'.

this is a rough copy of the next Notice i wish to send them.

It would seem to me that my previous Notice to the California State Franchise Tax Board has been ignored. It is a shame that I have been dishonored, and my questions go unanswered. Because I seek discussion and negotiation, rather that dishonor and dispute; I will try further at communication with you.
In my last NOTICE to you , a had a list of questions. To further assist you I will enclose that Notice again, though now I have must inquire further as to my relationship with you, the CSFTB.
You are called the California State Franchise Tax Board. The word 'board' is defined as : ''A group of persons having supervisory, managerial, investigatory, or advisory powers.''
The word 'tax' is defined as: ''A fee charged or levied by a government on a product, income , or activity.''
The word 'franchise' is defined as:

1. A privilege or right officially granted a person or a group by a government, especially:
a. The constitutional or statutory right to vote.
b. The establishment of a corporation's existence.
c. The granting of certain rights and powers to a corporation.
d. Legal immunity from servitude, certain burdens, or other restrictions.
e. Authorization granted to someone to sell or distribute a company's goods or services in a certain area.
f. A business or group of businesses established or operated under such authorization.
g. A brand name under which a series of products is released.
h. The territory or limits within which immunity, a privilege, or a right may be exercised.

So , I would understand the meaning of California State Franchise Tax Board to mean: The Board having supervisory, investigatory, advisory, and levying powers Regarding the Taxing of the Statutory rights , privileges ,income and Commerce of Legal Entities, Franchisees, and Corporations in the state of California.

Am I wrong?


And the part about being advisory, is that wrong? As I have made inquires in the past, and have not yet to date been advised by your organization.
The CSFTB in the past has made Claim to an obligation of me to make payment. That payment was called a Fee , and is now being levied as a Tax , with penalties and interest. How is it this claim can be valid when you have ignored my attempt at discussion and negotiation. The CSFTB has also been making threats of the expropriation of my property without Due Process of Law. I have sought clarification of Debt or Liability, only to be met with Dishonor.
Is there some form of two party contract that compels me to make payment to you? If so , may I see it in writing? Are you attempting to Solicit me with intent to defraud me? And is the CSFTB bound by the UCC? (Unified commercial code)
To be completely fair to the CSFTB, in case of error or clerical discrepancy, I will now Notify the CSFTB to some facts.
I am no longer interested in publicly registering my private property. I have the common law right to travel in the REPUBLIC of California. I am the LAWFUL owner and holder in due coarse of my personal transportation conveyance. The expropriation of my personal property without due process of Law will be Met with Legal Action against you.
